Procurement Officer

KABUL, AFGHANISTAN /

OPERATIONS & ADMINISTRATION – ASIA /

FULL TIME – LOCAL/ ON-SITE

 

Purpose of the Position:

The procurement officer is responsible for providing logistic support and overseeing the overall logistic processes in support of the objectives of Search. He/she is responsible for the planning, oversight, management, and coordination of logistics support operations to ensure smooth accomplishment of projects.

 

 

Essential Duties and Responsibilities

 

Ensure appropriate documentation and authorization for all procurements processes based on the Search policies and authorization matrix;

Lead the procurement contracting process and make sure that it is in compliance with Search’s policies;

Ensure that all procurements guarantee quality goods and services at the most competitive price;

Keep up to date the procurement tracking sheets, price lists, and approved vendor list;

Establish a smooth stock/storage system to ensure adequate office supplies and the security of all items in the storage;

 

Ensure that there is a procurement plan for Search exist and new projects and have in place an annual procurement plan;

Closely work and coordinate with the finance department for payments of suppliers;

Ensure that property and assets are properly tagged;

Maintain an up-to-date inventory list;

Conduct timely physical count of inventory and make update reporting;

Ensure proper and legitimate usage of the Search’s assets and office equipment;

Ensure physical facility for storage of materials, tools & equipment in the stock;

Manage office utility services including communications, water, and electricity;

Provide assistance to members of staff and visitors, including travel arrangements, meet and greet visitors and field staff;

Identify and report on maintenance and repairs of the office building, furniture, equipment, and fixtures including electrical and plumbing;

Manage office vehicle fleet including insurance and regular maintenance and provide monthly reports on the status of each vehicle;

Ensure a proper filing system (hard/soft) for logistics documents;

Any other tasks assigned by the line manager.

 

 

 

Safeguarding:

Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

 

Skills & Competencies

Minimum Qualifications:

 

·       Typically BS/BA with a minimum of 3 years experience.

·       Experience of work with international/national NGOs preferred.

·       Knowledge, Skills & Abilities:

·       Interest in the peacebuilding, humanitarian, and development fields;

·       Able to work under pressure and keen to learn from others.

·       Demonstrated interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social, and political issues

·       Strong decision-making ability using good judgment and professionalism

·       Fluency in English required, both written and oral

 

·       Strong leadership and management skills with a good understanding of motivating and building teams.

·       Demonstrated attention to detail and procedures, and able to meet deadlines and work independently and cooperatively with team members

·       Excellent computer skills including Ms. Office (Word, Excel, and PowerPoint) and Windows.

·       Excellent time management skills.
